Consistant framerate in Flash?

How can I script Flash to have a consistant framerate throughout a movie for slower computers, so that the movie will keep up with the sound and stay synchronized all the way through?

Examples of this are at www.homestarrunner.com . The animation keeps up with the sound, and it would be nice to know how they accomplished this.

Actually on my computer Homestar doesn't really stay constant. :\ Especially with Strongbad's e-mails. They just make it hard to tell that it's not in sync
