"control panel" is locked

hello - My nephew recently purchsed an old iMac (tear drop shaped) from his high school. Since it was in a school setting the control panel is locked -- We are guessing to keep students from making any changes. However, since it is now for private use how do you gain access to the control panel? this is running 9.2 or 9.4 OS --- not sure off hand but appreciate any info on getting into the locked control panel. thanks !
 
also -- it is not possible to reload SW since it did not come with any (i hope he didn't pay a lot for this) -- AND if I have him select the folder and "command-I" it for info nothing happens..... finder is active, just INFO does not open up when selecting the LOCKED folders. (my intent was to see if the lock option was checked) ---- what else, oh he wasn't worried about not having SW because his intent is to get OSX loaded onto it -- but I told him to make sure that will work because it is a pretty old imac -- What would the highest versio be that he could load on?
