conversion of handwritten by any kind of ink to ascii characters

in some negotiable instruments certain things are written by hand for ex. the payee's name in a cheque and date of the cheque amount etc.

IS there any hand device like handscanner or barcode reader to capture these handwritten matters and place it along with other key fields for further data processing.
please reply back with the requirement of hardware systems,operating systems and interface for further process with any other data.
