convet EBCDIC to ASCII

is there any tool that converts EBCDIC in ASCII with mc fotmat running in mac os 9 or X ?

There is a useful utility called 'Cyclone' for OS X. It converts between tons of different encoding types - I haven't specifically looked if EBCDIC is in there but I'm 99% sure it would be. You can get it at http://free.abracode.com/cyclone/
