creating new user account causes machine to boot to blue screen

I just entered the Apple world with a used G4 Powerbook running 10.2.7 or 8. It had a number of applications on the hard drive and I was getting to know the OS and apps when I created a new user account for myself and tried to disable the previous owner's account. Upon rebooting, all I get is a blue screen with no toolbar or icons.

I have tried the following from posts here with no luck:

Safe mode boot
boot from install and reset passwords
boot from install and repair permissions
boot from install and repair disk

I don't have a problem reinstalling the OS from the install disk, but I am concerned about the applications that were on the machine when I got it. I have no install or backup disks for them and am worried that a new OS install would wipe them out. So my question is quite basic...Can I reinstall the OS without losing all apps on the hard drive? If not, is there another solution to the blue screen dilemna? Can I use the firewire to firewire connection and dump apps to a file on my regular Windows PC and copy them back after reinstalling the OS?

Sorry for the long post, but previous experience in the Windows environment proved that I need to completely explain a problem to get an expert solution.
