CUPS startup problems on OS X 10.3.7

These problems arose after updating from 10.3.6 -> 10.3.7

For some reason CUPS printing services continually does not run at system startup.

I've tried P.S.R. (Printing Services Repair - www.fixamac.net/software/psr/) CUPS repair utility for P.S.R. and it does start the service and clearly states that CUPS will load at startup at next system boot, but it does not happen.

At the moment to gain access to by SMB mounted and USB printers, i have to run P.S.R every single time after rebooting to start the CUPS process

Activity monitor does not report cupsd at startup so at the moment, and i can only thing that the cupsd file in /usr/sbin is corrupted. I've re-installed updated CUPS source files using Xcode C compilers and the GIMP-Print package but no luck.

the cupsd.conf did not exist at /usr/libexec/cups

so i sudo'd it from the new install cups dir. after searching for it from
find / -name cupsd.conf -print

/etc/hostconfig is enabling CUPS as well, but still no cupsd as startup??
