decoding a jpeg, graphic converter doesn't help...

I've got a photo cd that my dad was given from the photographer at his wedding. It's got an album app on it to use in order to view the pics. It's a PC application.

I'm trying to get the images (the full size ones) copied from the cd to the computer, so we can view/use them as regular jpgs, outside the PC album app. But everytime I try to open it in Photoshop, or even graphic Converter, it tells me:
"The Document, '17.jpg' is an unknown format."

for the life of me, I can't figure out how to 'crack' it. There's got to be a way. Can anyone offer any suggestions?

I think there was an option in GraphicConvertor's preferences that said something like "Detect only clear file formats" or something like that. Switching this setting may help.

Also, check the file size is reasonable, and not zero, and try opening the file in BBEdit to see what the header says - usually it will have the file format in the header of the image somewhere.
 
Look for an app to change file/creator codes, like FileT&C Pro. Maybe that would help.

- I already unchecked the "detect..." option in Graphic Converter. I'll see if I can get header info from a code editor.

- will look into FileT&C Pro. I'm just thinking the photographer locked the pics out for any extra use. but after meeting the guy, it just dissapoints me that I can't beat him at this...
