Delete key bug

OS 10.3.9 on 1.67 ghz G4 laptop (aluminum). After start-up the delete key will not work or backspace in any program. (I have Microsoft 2004 as well as Adobe CS design suite, among others) After many minutes pass the delete key becomes active/usable but can revert to a noop status from time to time. This happens on every start-up and it's becoming a real pain in the ... Any help would be greatly appreciated.
 
Thanks for the thought. As I'm the only user I had to create (and educate myself) a test account. Prior to doing this the delete key would not work in Word, iTunes or Adobe InDesign. Logging into the newly created account the delete key worked just fine. Moving back to the original account, it worked immediately on opening. The real key (no pun intended) will be after leaving the computer off overnight. Again, thanks and stay tuned as I may need some help in the AM -- hope not but just in case.

Oops. I just fired up again and the problem is still there in both accounts. As I indicated it seems to be with the OS as it is noop in iTunes, Microsoft Word 2004, Entourage 2004 and Adobe InDesign. How do you start up with extensions off? In OS 9 you hold down the shift key and then you can check on conflicts == tried this methodology in OS 10.3.9 and it started in "safe mode" but extensions still seemed to load. Any other suggestions would be appreciated. Thanks.
