Dimming Finder Windows and Buttons--Flashing

My MacBook has started to do an unusual thing. If I open a window in finder the window starts dimming in and out (flashing). I have never seen this before. Anyone have any comments or fixes for the problem? Also the app VLC, the play buttons start dimming in and out too.
 
Check in system preferences / Universal Access / Hearing pane that the flashing is not turned on by mistake.
