Disabling Classic 9 from opening during software installation

At my workplace we are currently runnning Tiger. We all use networked machines. When attempting to install client machines from the server with software that is native OSX, the Classic 9 operating system starts to open. When this occurs, the software is not able to be installed. Is there a way to disable classic and force the software to open in OSX. Whenever I just "Stop Classic", the carbon installer still pops up in Classic on certain machines. For some odd reason, this has occurred on all of our miniMacs. The majority of our eMacs will open the carbon installer in OSX and install the programs with no problem. Any insight would be most appreciated, as this is happening with three different software packages we need to install immediately.

Click the installer. Select File/Get Info. Within the Info dialog box, click the General: triangle. Uncheck Open in the Classic environvment.
