disabling features through policies

Is it possible to disable certain features on your clients through policy? I want to disable the sharing pane on in System Preferences but can't seem to figure it out. Perhaps not even through a policy. Perhaps there is a script that I can push down to disable it.

Yes. WGM. Managed client settings...
Either use the options there, or import your own plists that have the preset preferences (like disabling use of x application or make application y not be able to do something)
