Disabling root and reset file permissions

Back when I first installed OSX I had lots of problems with not having permission to access my old files. As you would expect this really pissed me off. To solve this I enable root and have been using it ever since.

Seeing as 10.2 will be released soon i am planning to use this as an oportunity to go back to being an "Administrator" and get rid of root as from what i have heard, its bit of a security risk.

However from what I can gather, when I do this I will not be able to access any of my files, as they are all created by root.

I plan on backing up all my files to cd. Then reinstalling everything from scratch. Give my whole compuiter a good clean out and get rid of all the useless stuff from OS 9 that i never use.
I will be reintalling OS 9 but it will be very basic(just enough for classic).

Can anyone give me some advice as to how to reset all the file permissions. Aswell as anything else i should know about?
