Dock question and weird window dragging problem

OK. 2 things:

1. I have noticed many people saying this, but have never been able to get it to work. Supposedly if you are Command-Tabbing through the applications in the Dock, and you hold down the command key, you can press Q or H to quit or hide the application that is selected without actually switching to it. I have NEVER been able to get this to work. Can anyone advise me on how to make it work, or tell me if I'm delusional?

2. I have this problem all the time and it really annoys me. So I was wondering if anyone else had it. Sometimes when I click on a title bar of a window, or drag around a window, and release, Mac OS X thinks I am still holding down the mouse button or something and thinks I still intend to drag it. The thing is, when I move the mouse around, the window doesn't actually drag at all -- it stays put, like it should. But everything else gets really slow. And when I finally do click somewhere on the screen, the window pops to the position where I clicked. VERY aggravating -- sometimes it happens three times in a row, and I don't know if it's a bug in the OS or not. Anyone else experience this?
 
1. Yup. Works for me. Keep holding command as you press 'q', and it works. I learned something new today!

2. Sounds like your system is lagging behind or something. *shrugs* Wish I could help.
 
1. Yup. While holding the Apple key, press tab, and another app will be highlighted. While still holding the Apple key, press Q for quit or H for hide.

2. I've seen this happen a couple of times, usually when I've just dropped out of or closed a window on Internet Explorer, I think, but very hard to get this bug to repeat. It'll probably be fixed in the update, or already has.

2. I experienced the same problem but ONLY in IE. Also, the system is not getting slow. I just drag the window, I release it and click somewhere else, and the window pops to this position. Though it only happens sometimes and I am not able to reproduce this bug.
 
WTF. I have NEVER been able to get that Dock trick to work! Are you guys SURE I'm not missing something crucial? This really annoys me, because it would be really handy!
