"Edit Serial Port" is grayed out in Tiger

If I do the following:

1. From System Preferences, click Bluetooth.
2. Choose Devices.
3. Select Edit Serial Ports....

A window appears instructing me to "Select a serial port..." However, none are listed. The little + and - buttons are non-functional, so I cannot add any.

In addition, when I try to sync my Palm, the hotsync fails and I receive this message (from the Palm):

"Unable to initiate HotSync operation because the port is in use by another application."

Does anyone know how to resolve this?

Thanks!
