emac won't boot

My emac recently went belly-up...I can depress the power button, hear a momentary burst of the high-voltage but nothing beyond that. I have it apart looking for the obvious and plan to remove the hard drive unless someone has any other ideas. It is important I get this fixed as my family is using it as ammo for purchasing a Dell...

We've seen this on several units. With one, the PRAM battery was dead. Replacing it solved the issue. On others, we've tried resetting the PMU, the PRAM, and using threatening language--- none of which have resolved the issue. It has nothing to do with any updates applied afaik, as the machines haven't seen apple updates recently. Power or logic board, I suspect. Would be nice to know of a more reliable troubleshooting flowchart to define the issue without having to resort to board swapping.
