Finder bar problem: Japanese language

Hi, i just got a used ibook 700mhz with 10.3 installed. I created a new account and set japanese as the first language, english as my second, under international settings. There is nothing under the 'scripts' section in the same window...
the problem is that when i log out and log in again, the finder bar starts appearing and disapearing repeatedly with no end. any fix for this problem?
 
I would recommend that you do a clean system install and then set it up for you. You never know what the previous owner installed of how they configured it. There could be conflicts you will be hard pressed to work out. Starting clean with a used machine is always a good idea.
