finder/desktop icons disappeared

I am using a PowerPC G4 desktop that is running Mac OS 10.3.9.

My husband tried to change the language on one of the Users, the main one, to Spanish for someone who was using the computer. He changed the language in International in the system preferences.

Since this time, no icons appear on the desktop, and so we are unable to access the harddrive. as well the finder menu panel flashes and the finder does not open.

when i try to access system preferences it opens in Spanish but does not open a panel that actually lets me access the system preferences.

I am able to open all of the applications from the dock, but we have just bought two new laptops and were hoping to transfer all of our family photos but this is proving to be impossible since I cannot access the harddrive from the desktop. I have not tried very many things as I am afraid to do anything that might risk the loss of photos on the computer. I have thought about booting form a Mac OS 10 disc, but since nothing appears on the desktop, i don't think that will work.
