Formating, partitioning and mounting new disk???

I currently already have a formated, partitioned and mounted disk as my main disk using my first IDE controller. Now I have added another disk connected to my second IDE controller and just want to use the disk for storage.

Without using the GUI in OS X and only through the Terminal, how do I format, partition and mount the second disk on the second IDE controller? I know this is a big question, but any help would be appreciated.
