FTP access ::can't get to the Webserver folder . . .

I'm using a box w/ OS 10.2.8 as a web server. I'm trying to FTP to the folder that contains the Webserver files. I can get in through an User account that has Admin privileges, but I can only see the files relating to the User account. I can't get to the Lybrary/Webserver/Documents folder because it is higher up (or down) in the tree.

The same goes for straight forward networking. I can see the files that relate to the User account only.

Can someone give me a hint?
 
Thanks so much for your response. It looks like it will work for my purposes. especially Sharepoint. I did read a posting about Sharepoint saying it created a bloated Samba Log file that was a problem. Do you know anything about this. It sounds like a serious draw back, if true.
