Ever thought about how to easally admin the FTP server in Mac OS X? Don't! Download another FTP server such as CrushFTP or Rumpus (recomended) and configurate everything according to the manual, accept for the FTP port number, which you set to a number, higher than 1024. This way your new, and more dynamic FTP server doesn't care is you have the OSX server running in the background. And you can control the users and what folder they are available to access without creating new users in the Finder!
