Help Center does not help

I request Help in an application and Help Center pops up. Then I click on a particular item in the table of contents and nothing happens. Anyone else experience this? Any advice?

Should I delete the pref file for Help Center? Can some kind soul tell me where the pref file for Help Center is? Thanks for any ideas.
