help needed

hi all. recently i've run into a problem which i don't understand. i'm running a new powerbook from an external drive with mac os 10.2.6 installed. from time to time the systems holds (the little ball starts spinnning) and there is nothing i can do to stop it other than turning the computer off (apple + power). the cure is to repair the permission from an install cd. the file that always need new permissions is called hfs.util located in ./System/Library/Filesystems/hfs.fs/.

is there anything i can do to prevent tthis from happening? and what is the hfs.util file?

That's a program, actually. Not 100% on this one, more guessing here, but it looks like it helps keep track of hfs disks (probably hfs+ too).

I have no clue why the permissions would change, but that program not being able to run would make things impossible to be accessed (if I'm right about what it is).

I know that's not all very helpful, but I have no clue as to why the permissions are getting changed on it.
