How deep can an Admin user go?

I am the only person that uses my powerbook but I have made several accounts for different situations.

As an admin, shouldn't I be able to look into and Read/Write to ANY folder for Any user non-admin ?


Maybe I need to fix permissions, which I am about to do... but want to make sure I know what to expect.
 
Not necessarily, think of admin as a power-user, on step closer to god - err I mean root. :p

If you enable root - THEN you'll have full access to everything on the system... But that's very dangerous. One goof and you've destroyed your entire file system. :p
