How to control upload/download bandwidth of a user

We have 3 computers linked to the Internet, and a good connection bandwidth, but if any computer makes a large upload or download, other users cannot connect to the computer anymore. How can I limit the BW of any computer to 50% of the full BW ?
 
Otherwise if you plan to buy a router in the future you could take a better one with bandwidth control so you don't need to install the software on the computers. It's lot more expensive but a hardware solution. The Draytek 2900 router for example has this feature.

I used this because so I can throttle down the other pc through the webinterface just for the time I really need the bandwidth and set if back to full after I completed my own download..

A nice sideeffekt is the security given through the router firewall, contentfilter and DoS Defense.
