Icons are Frozen?

I seem to be having a problem where my icons are frozen and I can't drag and drop. Did I accidently hit a command to do this? If someone knows how I can fix this let me know. Everything else is status quo but I just can't drag and drop which is annoying.

Do you have any Logitech programs installed? It seems that they cause this to break. I found two possible solutions:

1) Open the terminal (needed because dragging is broke)
2) Type the command: sudo rm -rf /Applications/Logitech*
3) Open DiskUtility
4) Repair Permissions on the primary drive
5) Reboot

Yes! That was indeed the problem. I had just installed software for my universal remote. I ran a permissions repair off of the Leopard install disk and that fixed the problem after I deleted the Logitech software. I re-installed the Logitech software from the download on the website (Not the CD) and it installed without any further problems.
