There's no master font control for everything in OS X; rather, every program controls fonts differently. In IE, go to Preferences (Cmd-;) and select the Languages & Fonts section. From here, you can choose the default size of fonts you read. PC's typically have 16 as the default, so web designers design around this; therefor, set your default to 14 or 16 to make web pages easier to read and closer to how the webmaster intended it to look. Also, set the resolution of your screen according to how long an inch or a centimeter is, in case this actually affects anything (I haven't seen anything to this effect, but you never know).
