Image size Problems?

First I am new to Mac... I made the Switch for those of you who do not know me... So please, please bear with me here...

My friend made me a website of me opening my Mac Box... but the pictures he laid out all all in 1024x768 I tried to use Netscape 7.01 to drag one of the images to my desktop in OS X version .22

To my dismay it would not work as a .jpg pic... but wala it worked in IE as a .jpg. (Go Figure) Well I open it up and it was still 1024x768... All I want to do is shrink the photo down to a simple size where if a web page loads wala the picture is small neat and efficently opened...

What programs can I use beside good old Photoshop? Please help.

For me I did research stayed up all night and discovered the joys of the following programs...

Graphics Converter
Goldberg
Photoline
