Is there a Projetc Builder for OS 9?

I have found a few references to Project Builder for OS 9, but I can find no trace of it. Is it available for download somewhere? Purchase (where)?

No, there is no such thing for OS 9. Project Builder is based off NeXT Step COCOA so it's only been designed to run in OS X, OS 9 would be a pain.

Your only choices in OS 9 seem to be code warrior and RealBasic. However recently Steve Jobs declared OS 9 dead for development, so you'll probably want to start looking to upgrading to OS X. When you do, you'll be able to download the latest developer tools which include Project Builder.
 
I am already doing an OS X version of my software, but there IS demand for an OS 9 version as well.

I have MPW, but it is rather quirky. Is there another c++ (other than MPW and codewarrior) development kit for OS 9?
