i mistakenly deleted the java preferences application from utilities, how do i restore it?

Try to re-install the Java. This will show the preferences again in the utilities.

problem solved! although not by re-installing java, that's not possible, since mac has restricted uninstalling possibilities. but luckily after searching for a while i found the brand new update 7 for 10.5.8. that did the trick. i'd already thought i had to reinstall the whole operating system.
