little country flag at top

I have a little canadian flag at the top of my finder...and at top of most applications. However in order for my "?" to work i must switch to USA flag. I live in Canada so im assuming the Candian flag is better (not sure the difference) however when Canada flag is up i get this for a ? mark "É" and other quoatations are all wack.
please help
 
It tells you which keyboard you are using. Click on it, and you will see all the ones you have virtually installed. Your keyboard seems to have US layout, so set it to US unless you remember all the Canadian layout by memory. Using it on Canadian layout it thinks your keys are where they are on standard canadian keyboard.
