local FTPserver via own website?

Hello

My ISP won't give me a fixed IP, but i want to run an FTPserver without having to look what my IP adres is today.

Is it possible in any way to work around thiss topic?

2 can i fix it with running a webserver that is connected to my website that;s hosted by my ISP?
