local host down

I reinstalled my system. I am back up with 10.5.8.
I made these two updates to get php working but I still can not see my localhost.

Updates...

httpd.conf
LoadModule php5_module libexec/apache2/libphp5.so

and

I created the php.ini and updated this 'error_reporting = E_ALL & ~E_NOTICE' to 'error_reporting = E_ALL'

And that is it.

Yet I can not see the localhost. I get Firefox can't establish a connection to the server at name.local.

Any help would be appreciated.

User error. The httpd.conf file I opened I added line numbers to the doc to find something. I didn't remove the numbers and they crashed the file.
