Mac client encryption problem with Dial up and MS RAS server

I am trying to get a 10.3.9 client to connect via modem to a Microsoft RAS server. The system will only connect when no encytption is requried on the server, however this being a business system that can not be allowed. How do I configured this modem to use 40-56- or preferably 128bit encryption? (modem is a bluetooth cell phone)

System authenticates but then the connection is dropped. Error on server is that client cannot handle the encryption.
