Mac OS X 10.3 SERVER questions... webhosting people please respond

I am considering spending the $999 chunk o' change to get Panther server.

Well... I just have a few questions first, that are not answered on Apple's website. And hopefully they can be answered here because I think even this site is hosted on OS X server right?

Anyway...
The questions is about web hosting, as a business model, not in terms of software.

I know Apple has all the necessary tools to run a web hosting box: Apache, PHP, MySQL, Tomcat, JBoss, etc. -- all the cool stuff. And I know it has a cool interface to manage all that stuff.

But what I need to know is this:
Does OS X server have something that competes with Plesk 7 and ModernBill? Right now, the only good way I know to have a domain management, reseller management, and billing system, with automation, is Plesk 7 + ModernBill.

Plesk 7 allows you to create a new domain, and manages all the applications by domain. (Databses by domain, emails by domain, etc.). Plesk also allows you to sign up resellers who can create their own domains. ModernBill allows you to create web forms that when they are filled out (and paid w/ credit card), it will connect to Plesk and automatically create the domain with all the proper settings. (Disk space allowed, email quotas, etc.)

Does OS X have something to address all this?
Can I create domains in OS X?
Is there software to connect to OS X's domain management to automatically create domains and be a billing system?
