Macbook Pro won't sleep automatically

I have a 2010 MBP running Lion (10.7.1) and recently it hasn't been going to sleep when left idle for a period of time. It just turns the display off and nothing else, using battery until it eventually dies. When I shut the lid the light will pulse like it's sleeping, but it seems to go into some sort of standby mode that continues to use a significant amount battery rather than hibernating. The only way I can get it to sleep is if I actually force it from the menu.

I have tried several different solutions such as resetting the PRAM and SMC, enabling and disabling Safe Sleep, and even done a clean install of both Snow Leopard (original OS when problem occurred) and Lion, I haven't added any programs except from Chrome. I haven't changed any settings yet and haven't restored anything from my backup, and yet the problem still persists.

I don't know what else I can do. Please help me.
