massive problems....please help

I have several issues here. I'll explain as best as I can. I have a PowerMac G4 (Quicksilver), dual I gig processors. I had a massive crash about a week ago. Lost everything. I mean EVERYTHING. Including my harddrive. Tried re-installing Panther (erase and clean install). It never took. Kept getting "there were errors installing software". I thought maybe my HD was corrupt. So I bought a new Seagate ATA HD. Formatted it and install OS X 10.3 It installed disc 1 alright, but got the "there were errors installing software" on disc 2. started up anyway. I figured I can install those anytime. I still get software crashes. When I try to repair permissions via Disc Utility, it quits halfway throw, saying something like disc utility lost connection with the disc managment system(?). When I open my crash log, I get the following:

exc_bad_access
kern_invalid_address

I shouldn't have to repair permissions at every start up. And no I don't have iTunes installed yet, so it's not that (like I've read somewhere). Please tell me it's something "minor" and not major (like a bad logic board). If you need any additional info, I'll do my best. That is if safari lets me in.
 
1.) Use the Hardware Test CD on your machine to find out whether it finds something broken.
2.) Download the 10.3.9 Combo Updater if you haven't already –*in order to update to that version as soon as you get to a working 10.3.x.
3.) Try installation again from the beginning. Do the CDs have scratches etc.? Notice that at installation time, you can select packages by "customizing" the installation at one point. (So the installer may not even have to read from disk 2, but I'd still select what you intend to use later.)
