Menu Bar Clock: AM & PM, not military time

I can't figure this out--this should be an obvious option I can click in the Date & Time control panel*. I have a network time server setup (Apple Americas/U.S. (time.apple.com)), but even when I turn that off to set my own time, my menu bar clock refuses to display the time as 8:00 PM verses 20:00 (I can append AM/PM to my menu bar clock, but it does just that. It does NOT revert back to "civilian" time).

What gives?

*Is it a System Preference, or Control Panel?
 
just a "cultural" question for my general knowledge :
why do american people call non AM/PM "military time" ? Only GI's use it ?
 
Because it's usually only used by the Military, Civilians almost never use it, unless they're ex-military or something.
