Modifying code in Terminal

I am not sure if this is really the forum to be asking this. I am not using the Mac on UNIX. I want to know if I can use Terminal to change something pertaining to using OSX with a second language (Japanese). When you use a second language on the Mac there is an input menu that appears in the menu bar in which you can switch between languages. A lot of times it switches automatically between languages even when I don't want it to. Some people may feel that is a convenience but I don't and I want to be in full control. When I have it set in English, I do not want it to switch to Japanese even if I am in a document that uses Japanese.

I have the preference files set so that the keyboard will not be in sync with the fonts, etc., but in many cases this does not help. Is there a way I can change code in Terminal to put an end to this once and for all? I want to be in complete control of my Mac.

Well, you could turn the language menu off, and just select English as your language. Then it wouldn't switch at all.

'Course, then you'd have to manually go in and switch it if you ever wanted it set to Japanese.

Which I am afraid wouldn't be very convenient. Does anyone know of a way to do it with a script or something?
