Is this possible to store dvd's on a upstairs computer ...

If you mean actually storing DVD movies on the hard drive of the computer, then yes. Use MacTheRipper to rip the video_TS folders from any DVD you want to store on the computer.

... upstairs computer connected to a t.v downstairs...

Well, yes, but wouldn't it be easier to have the iBook downstairs connected to the TV? That way, you won't need to run any more cabling, etc.

... an ibook controlling the G4 ...

For that, you would need to run a VNC server on the G4 and a VNC client on the iBook. However, if you had the iBook plugged into the TV instead of the G4, you probably wouldn't even need remote control.

... and play the Dvd's on the downstairs screen?

Yes. DVD Player will play Video_TS files, so as long as the machines are networked you can grab the file you want, and play it on the iBook.

Yes but it would take ages to stream the dvd wirelessly so it would be better that way
