Newsletters Subscription "software"

I'm looking for newsletter subscription software that I can build in my website. The software has to be HTML, no ASP or PHP. I did a Google search, but I haven't found anything. Does anyone here has experience with newsletters?
 
So you want people to come to your webpage and sign up for a mailing list?

It can't be done without some sort of backend language. HTML doesn't support any type of form processing, it is mearly a display language.
 
It should take all of 18 seconds to write one.

One form and a depository for the email addresses you collect.

I'll do one up for you. Is it ASP.NET or traditional ASP ? Is it running in Apache or in IIS? Give me as many specifics as you can so I can ensure it's a good fit.
