Operation of Page Up/Down keys

I have been using a Mac Book for the past month with Mac OSX v4. I am somewhat puzzled that the page up/down keys do not seem to allow me to scroll up and down in my browser (Firefox) window as they do in Windows. Instead, pressing either of these keys scrolls up/down by one line. The same thing happens if I try to page up/down in a Thunderbird email. I have also experienced the same thing in the Safari browser window.

Can anyone advise if this is the expected operation of these keys? If so, how do I page up/down in browser or email windows as I can do in Windows XP using the corresponding keys?

If you hold down the Command key, then press the arrows, the cursor will move up or down a screenful for the up or down arrows, and to beginning or end of line for the left or right arrows. If you use the Fn key instead, the cursor will not be moved, but the alternate functions as marked on the keys will be used.
