OS and program settings all reset whenever I restart

I've got a 1.5 Ghz 15" PowerPC PowerBookG4 with 512 MB DDR SDRAM Running Mac OS X 10.4.11.

I just deleted all of the duplicate music files from my iTunes folder. I'm using FileVault so I restarted after deleting stuff to get the space back. It took about 40 minutes to restart and came back with all of my settings gone. So iTunes has no music, my IMAP and POP settings are gone from Mail and the dock has returned to its original behaviour and icon set.

All of my programs are still installed but have gone right back to the begining, requiring me to register them all over again. My files and all of my old folders are accesible through the User bit on the Finder but I can't log directly into that account, even from the restart screen.

I just put some of the settings back, restarted and it's done it again. How do I make it stop resetting? I don't have time machine or a back up.

Has this happened to anyone else?
