Paint Equivalent for a Paper Modeler

I am the moderator over at SkyScraper City's Scale Models section and we use MS Paint for everything we do in designing templates for paper model skyscrapers. For example, the Comcast Center in Philadelphia:

The process is not hard to make these. Paste in the 300m scale tape, find a decent picture of the building, resize it proportionally to the correct height in correspondence with the tape, and use the eyedropper to get colors and straight line a section of cladding, copy and paste it over the entire building you are making, and eventually you end up with a building like that one. but here comes the major problem: no mac program I have found can print a page to the correct proportions like ms paint can! Ms paint allows us to set margins to zero, take off centering, and see how much we can fit on a single page. On Paintbrush, you have to trial and error guess what percentage to print every single one, ms paint you just pop the diagram in and set margins to zero and take of centering, it works every time. We do this so it is to scale, 1:1700 or 2 pixels/meter. Is there any Paint-like program for my mac that can do the above? I don't care about the complexity, I just want a free program that will do what I want it to do.

Sorry for posting another Paint thread but none of the others have solved this issue.
