PB 800 battery is at 95% and says its charged

My Tibook 800's battery says 95% and just says calculating ...until full.
and the power adapter's light is green. what gives?

It's totally normal. So don't worry about it. Yes.. It's annoying but nothing to worry about.

So is my battery life shorter or what? and will it continue to reduce?

According to an AppleCare Knowledge Base document:

This is normal. The batteries used in the PowerBook G4 (Gigabit Ethernet), PowerBook (DVI) computers, PowerBook (1GHz/867MHz) and the replacement battery for PowerBook G4 computers are designed to avoid short discharge/charge cycles in order to prolong the overall life of the battery. Because of this, when setting the Mac OS X battery status menu bar icon to display charge state by percentage, you may notice that the reported charge stays between 95 percent and 99 percent. When the battery level eventually drops below 95 percent, it will charge all the way to 100 percent.
