Permissions have corrupted my machine

Somehow my permissions got messed up on my macbook pro and my external firewire 800 drive. I cant access my external drive unless I log in as the root user. Is there a way to restore the permissions on my external drive and machine? My Privileges are set to Custom when I look at the Get Info window. Ive used a program called Filexaminer to try and change the settings but it doesnt work. Repairing the disk permissions (in the Disk Utilities menu) didn't fix the issue either.

I was wondering (in regards to my computer) if I re-install Snow Leopard over itself, will that restore all my permissions back to normal without erasing my programs or files?

Also, what advice can someone give me in regards to the external drive? How can I unlock the drive to use on any computer?

Is there something I can do in Terminal to fix my issue?

I have a 2009 macbook pro with 8gb installed. :mad::mad::mad::mad:

Will re-installing Snow Leopard repair my computers permission issue?

What can I do for my external drive? How can I reset my external drives permissions?
