If I'm on a dialup I guess it would mean no-one could view my pages in my sites folder on apache when I'm not online..would they?
 
The first problem on dialup is your temporaly ip. How would ppl know which new ip you are using? You might want to look for services updating your ip whenever you get online and allowing ppl to access the same adress (ie dns2go).
If apache is running on your dialup machine, you won't be able to use it when you are offline. Why not using a web hosting-service? They are not expensive. Some are even free, if I recall right.
