Photoshop Menubar disappeared

After installing Panther I start Photoshop 6.0.1 and it goes to classic startup and there is no menu bar on the screen. I can't seem to find where to fix the problem. I am running Panther and OS 9.2
 
And you're sure it's not the _setting_ at the bottom of the main control window?
