problem with new account

I want to add an admin account, but when I click accounts in sys pref the window comes up blank.
I rebooted, logged in again, but the same thing happened, the pref/accounts window is blank??

Try deleting the preference file and cache files used by System Preferences:

/Users/YourUsername/Library/Caches/System Preferences/
/Users/YourUsername/Library/Caches/com.apple.preferencepanes.cache
/Users/YourUsername/Library/Caches/com.apple.preferencepanes.searchindexcache
/Users/YourUsername/Library/Preferences/com.apple.systempreferences.plist

and from Library/Prefernces;

com.apple.preferences.accounts.plist
