Problem with optimizing in ImageReady CS

I want to make a "simple" droplet from ImageReady, that will optimize a batch of images to exactly the same file size (in this case 12k).

I know this should be as simple as creating an action using the "optimize to file size" command, and then creating a droplet from that. But there seems to be a couple of issue's.

a. It says ... "Step Optimize to file size could not be performed. The command isn't available now. Do you wish continue processing the file." ....
It says this after every file is opened, which of course makes me have to press a button for each image. Surely the whole point of automated tasks is not to have to press a button for every image?

b. Some, but not all of the images are the desired size. Typically when optimizing to 12k the images come in between 8k and 24k????

Can anyone help me out? I've checked and re-recorded the action several times now, but no joy.
