Problem with pppoe on macosx 10.3

I started a pppoe connection on my mac using the ethernet card which is connected directly to my ISP ... the problem is that the download speed is droping or riseing whenever it wants ... starts from 200kb/s and drops to 4-5kb/s... am on a 16mbit/s connection (the pppoe connection is shaped to 200kb/s) which works fine and I test-download from more than three places which work fine on a regular connection (ethernet with a static IP over TCP/IP with the same ISP, no pppoe involved) and it behaves stable.
From the ISP say that I might have a problem with: mtu witch have to be set to 1492 bytes or tcpmss which as i understand have to set the mtu to 1492 bytes (i'm a noob ... don't know what this stuff means). Also from the ISP say that the problem might be in my pppoe client, which as i see is built-in the macosx ...
I wonder is there some kind of solution or another pppoe client or update for the current one ... as i speek my 10.3 is updated to the last ... if anyone can help ...

16mbit over pppoe? Uffff, never heard about this.
Anyway, try to ping a very close and good server. Check out, if you have packetloss during the ping. Do you have a lan? If so, check if your cable is ok and your nic from your mac transfering data over the lan.
Also add what mac you are using.

did the ping ... 1000 from 1000, 2ms
yep i'm on lan 2meters long from the mac to the allied telesyn manegment switch at-8724xl, the cable is tested, works fine.
when i connect to my server (FreeBSD 4.8) (which is in another segment of the net so i have to pass trough the ISP to get to it from the pppoe) i make an scp and download from it and upload to it starts with 200kb/s and up and down all the time, if i connect directly to it with the same lan cable it's 100mbit/s.

Ok, let me try to understand:
You have a switch where your mac is plugged and what else?
How are you connected to your "internetplug"? directly to your mac or shared over the switch? If it's plugged to your switch, then I might know why this all is happening. If not, then I should think some more! ;)
What os are you using on your mac?
And since your server is close enough to your mac, try this (if you didn't by now): connect your server to the internet and leave your mac unplugged. Check if the same problem occurs. If it does, and your "internetcable" is not plugged to the switch, then it must be a problem of the connection between you and your ISP. Btw, are you using wired or satelite based conntection to your isp?
 
Hmmmmm, my last question is kinda solved. If you have a ping of 2ms then it can't be a satelite connection. Satelite connections have a much higher ping and they tend to vary roughly in their up- and downloads.
 
hmmm sorry may be i don't draw the picture right.

I'm in an office which is connected to an ISP through an optical cable. The optical cable cames into a media converter and from there goes to the switch listed in the previous post. From the switch there is a cable that goes to my server (PC with FreeBSD) and from the server there is a cable which goes to another switch which supplyes shaped internet connection to my clients (all of my clients use PC's). When i desided to test the pppoe with my ISP i pluged my mac directly to the first switch (this way i became independent from my local network behind my server).

now the test's i made are as follows:
Check the intergrity of the cable (works fine).

When i saw that there is a problem with the pppoe i pluged the mac back to my local network and it did work fine.

Ping check incl. flood (works fine on both local and pppoe)

Trace check (same hops on both local and pppoe)

so i still wonder if there is any kind of update or alternative pppoe client, for macosx 10.3, to test with
